A tragedy unfolded on Tuesday night as Hector Figueroa Otero, a 46-year-old Delano man, lost his life in a fatal crash on northbound Highway 99 at the 13th Avenue off-ramp.
According to California Highway Patrol investigators, Otero ran onto the highway, intentionally stopping directly in the path of an oncoming vehicle.
The driver of the vehicle remained at the scene and cooperated with the investigation. Otero was fatally injured and was pronounced dead at the pedestrian accident site.
The investigation suggests that alcohol or drugs might have played a role in this unfortunate incident. Authorities continue to unravel the circumstances surrounding this tragic event.
