Delaware State Police have identified 50-year-old Ugochi Chiaha of Annapolis, Maryland, as the woman who died in a fatal pedestrian crash that occurred Wednesday night in New Castle. The Delaware State Police Troop 2 Collision Reconstruction Unit continues to investigate this incident. Troopers are asking anyone who witnessed this collision to please contact Master Corporal R.
