Group Appeals to Tennessee Supreme Court in Lawsuit Claiming Nashville Transit Plan Violates IMPROVE Act

Evans and the committee allege O’Connell and the city failed to adhere to the IMPROVE Act of 2017, which specifically allows Tennessee’s large cities to enact a sales tax surcharge for the purpose of building a mass transit system. The Choose How You Move plan enacted a 0.5 percent sales tax surcharge.
