The officials reported that there were 16 victims who were treated at the site of the crash while 2 victims were taken to a hospital.
The identities of those injured have not been disclosed.
The cause of the accident has not been revealed.
It is not known if alcohol or drugs played a role in the accident.
All eastbound lanes on Bay Bridge were shut while the authorities investigated the crash and cleaned up any debris.
They were reopened an hour later.
