According to the officials, two men were setting up cones when a minivan swerved and hit their truck.
One of the workers was pronounced dead at the scene and the other suffered major injuries.
The identities of the workers were not revealed by the officials.
The officials are investigating whether drugs, alcohol, distracted driving, or speed played a factor in the crash.
